The Village Hidden in the Dark This village is ruled by no one, but is inhabited by almost every missing Ninja in the world of Shinobi. Its bases are located miles underground where the gravity has been set to feel as if they were on the crust of the world. Minor villages These are the lower Nations that are not much recognized by most people. But some of the villages have strong ninja. None of these villages have Kages because of how small the Nations are. Which means they have lords such as Otogakure is the main village with a lord. Alot of the Lower Nation villages have evil shinobi, but is sometimes luck to find a good shinobi from the village.
